رییس شورای ملی انتقالی لیبی متعهد شد دادگاه این دو عادلانه و بدون هرگونه شك و شبهه باشد و در عین حال از دادگاه بین المللی كیفری و سازمان های حقوقی و بشردوستانه عربی و بین المللی خواست در دادگاه محاكمه سیف الاسلام و السنوسی فقط به عنوان ناظر شركت كنند.

دادستان كل دادگاه بین المللی كیفری نیز تاكید كرد محاكمه سیف الاسلام و السنوسی حق دولت لیبی است و كسی آنها را مجبور نمی كند این دو را خارج از لیبی محاكمه كنند.

وی افزود: این دادگاه نسبت به عادلانه برگزار شدن دادگاه این دو و سالم و پاك بودن شورای ملی انتقالی لیبی و رییس آن اطمینان دارد.

به گزارش خبرگزاری فارس، محمد‌رضا فرزین دبیر ستاد هدفمندسازی یارانه‌ها در جلسه علنی دیروز (سه‌شنبه) طی سخنانی درباره نحوه اجرای فاز دوم قانون یارانه‌ها در صحن پارلمان، اظهار داشت: بیش از دو سوم نمایندگان مجلس به این قانون رای دادند و قانون یارانه‌ها 3 هدف عمده را دنبال می‌کرد.

وی مدیریت انرژی برای صرفه‌جویی و کند‌شدن نرخ رشد مصرف انرژی در کشور را هدف اول اجرای قانون یارانه‌ها دانست و تصریح کرد: برقراری عدالت دومین هدف این قانون بود تا روش پرداخت یارانه‌ در کشور تغییر یافته و عادلانه شود و سهم اغنیا که بیش از سهم فقرا بود، اصلاح شود و سهم فقرا افزایش یابد.

دبیر ستاد هدفمندسازی یارانه‌ها توجه به بخش تولید را سومین هدف اجرای قانون یارانه‌ها دانست و متذکر شد: با توجه به اینکه قرار بود در اجرای قانون یارانه‌ها قیمت حامل‌های انرژی اصلاح شود، این مسئله در دوره‌ای باعث می‌شد در حوزه انرژی و داخلی، روی تولید تاثیر‌گذار باشد و 2 نگرانی از این جهت وجود داشت که یکی نگرانی از تورم بود و نگرانی بعدی آثار منفی از افزایش قیمت حامل‌های انرژی و تاثیر آن بر بخش تولید بود که البته این نگرانی‌ها نیز جزء ذات اجرای قانون یارانه‌ها بود.

فرزین در ادامه سخنانش با ذکر این نکته که در مورد هدف اول یعنی صرفه‌جویی گزارش دقیقی به نمایندگان مجلس ارائه شده است، گفت: درباره صرفه‌جویی‌ها اعداد و ارقام مشخص وجود دارد، اگر سهمیه‌بندی بنزین و قانون یارانه‌ها عمل نمی‌شد، امروز روزانه 120 میلیون لیتر بنزین باید در کشور مصرف می‌شد که این رقم هم‌اکنون در کشور (میزان مصرف بنزین به طور روزانه) 59.3 میلیون لیتر است، قبل از هدفمندی یارانه‌ها میزان مصرف بنزین در کشور 62.8 میلیون لیتر بود که هم‌اکنون نرخ رشد منفی 6 درصد را داشته است.

دبیر ستاد هدفمندی یارانه‌ها با تاکید بر اینکه قبل از اجرای قانون یارانه‌ها، سهمیه‌بندی بنزین را انجام دادیم، گفت: با این اقدام‌ها، 2 شوک به بنزین وارد کردیم که همین موضوع 6 درصد نرخ رشد منفی را به دنبال داشت؛ نفت گاز نرخ رشد منفی 10 درصد را داشته است، نفت سفید نرخ رشد منفی 17.5 درصد را داشته است، نفت کوره بدون نیروگاه 38 درصد کاهش داشته و میزان مصرف گاز مایع 10 درصد و گاز طبیعی 1.2 درصد کاهش داشته است.

وی افزود: آب نرخ رشد منفی 8.8 درصد را به دنبال داشته و گندم 22 درصد کاهش مصرف داشته‌ایم و مجموعا 15 میلیارد دلار صرفه‌جویی در کشور انجام شده که این صرفه‌جویی‌ها به جیب اقتصاد کشور رفته است.

فرزین تصریح کرد: "زمانی که اجرای قانون یارانه‌ها را آغاز کردیم، تورم نقطه به نقطه برابر با 12.8 درصد بود و در بهمن ماه به 18.02 درصد رسید و در خرداد ماه به 22.31 درصد افزایش یافت و در تیرماه به 21.06 درصد کاهش یافت. یعنی بعد از 6 ماه اصلاح قیمت حامل‌های انرژی، تاثیر خود را روی شاخص گذاشت.
