'محمود شالویی' در سال 1345 در شهر ایذه از استان خوزستان متولد شد؛ وی علاوه بر تحصیلات حوزوی، دارای مدرك كارشناسی ارشد ادیان تطبیقی است و مراحل پایانی دوره دكترا را در رشته عرفان اسلامی می‌گذراند.

شالویی كار خود را در حوزه فرهنگ و هنر با مولوی پژوهی آغاز كرد و بعدها در حوزه مولوی پژوهی از محضر علامه محمد تقی جعفری كسب معرفت كرد و سال های اخیر در زمینه مدیریت فرهنگی كار كرده است.

وی از سال 87 در سمت مدیركل هنرهای تجسمی ارشاد ایفای وظیفه كرده است.

مدیر كل دفتر آموزش و توسعه فعالیت‌های هنری ،ریاست مركز برنامه‌ریزی و آموزش نیروی انسانی ،مشاور آموزشی معاون امور هنری وزیر ارشاد و عضویت در شورای برنامه‌ریزی و مدیرگروه فرهنگ و هنر دانشگاه جامع علمی‌كاربردی از جمله سوابق اجرایی شالویی است.
