این خبرگزاری در روز جمعه اول اردیبهشت ماه اعلام كرد كه نیروهای امنیتی امارات 'شیخ سلطان بن كاید القاسمی' یكی از اعضای خاندان حاكم در امارت 'راس الخیمه' را دستگیر كرده اند.

بر اساس شواهدی كه سی.ان.ان عربی از آن نام برده دستگیری القاسمی به عنوان رهبر یكی از معدود گروه های اصلاح طلب در امارات كه بدون تفهیم اتهام یا حكم بازداشت صورت گرفته، رخدادی بی‌سابقه در دستگیری افرادی از خاندان حاكم به شمار می‌آید.

این رویداد پس از آن اتفاق افتاد كه حكومت امارات شماری از بنگاه های غیر دولتی فعال در زمینه ترویج دموكراسی و آزادی بیان را به بهانه ایجاد ناامنی داخلی و زیر پانهادن قوانین این كشور تعطیل و ادامه فعالیت آن ها را غیر قانونی اعلام كرد.

در خصوص وضعیت سیاسی و اجتماعی امارات متحده عربی می توان به صورت كلی عنوان داشت كه این كشور در زمره كشورهایی در منطقه حاشیه خلیج فارس قرار دارد كه به سختی و بسیار دیر به عرصه ایجاد نهادهای مشورتی گام نهادند.

در نمایه سیاسی امارات متحده عربی كه توسط خبرگزاری 'بی.بی.سی' منتشر شده، این كشور به عنوان یكی از استبدادی ترین كشورهای منطقه خاورمیانه و حاشیه خلیج فارس معرفی شده كه تا سال 1385 و تاسیس شورای مشورتی نیمه انتخابی، تنها كشور بدون نهادهای سیاسی با اعضای انتخابی به شمار می رفته است.

در این گزارش سیاسی وضعیت مطبوعات، رسانه ها و همچنین تبادل اطلاعات و ارتباطات در امارات متحده عربی نیز بسیار بسته و غیر دموكراتیك و منافی با حقوق اولیه آزادی بیان توصیف شده است.

با وجود این فضای بسته و غیر مردم سالارانه، حكومت امارات متحده عربی از جمله معدود كشورهای عربی بود كه به شكل جدی با امواج خرد كننده خیزش های مردمی روبرو نشد. بر خلاف شكاف های فزاینده انسانی بین ساكنان دارای تابعیت اماراتی و ساكنان خارجی، رفاه خیره كننده اتباع اماراتی و تزریق دلارهای نفتی و تجاری از سوی دولت به جامعه كوچك این كشور به شكل پادتنی موقت در برابر اعتراضات مردمی عمل كرد.

گفتنی است كه از میان ساكنان شیخ نشین های امارات، تنها یك چهارم از این ساكنان دارای تابعیت اماراتی بوده و از مزایای سرشارشهروندی این كشور برخوردار هستند.

در این پیوند حتی حكومت امارات متحده عربی با سامان دادن تظاهرات نمایشی برخی حامیان حكومت، در بحبوحه انقلاب های عربی در صدد برآمد تا سدی تبلیغاتی در برابر رسوخ اندیشه های انقلابی برپا كند.

با وجود تمامی این تلاش ها، بروز خواسته های سیاسی و اجتماعی برخی نخبگان اماراتی در جنبش اصلاح طلبی 'گروه دعوت به اصلاحات' متجلی شد. در این پیوند از حدود دو سال پیش 'القاسمی' در راس گروهی از فعالان اماراتی قرار گرفت و گروه دعوت به اصلاحات به صورت رسمی اعلان موجودیت كرد.

گروه مذكور هدف اصلی خود را ایجاد اصلاحات سیاسی در كشور و فاصله گرفتن دستگاه حاكم از اقتدار گرایی مطلق اعلام كرد. نتیجه فعالیت این گروه تعقیب قضایی اعضای آن بود. در این پیوند دستگاه قضایی حكومت امارات متحده عربی تابعیت ملی هفت تن از اعضای اصلی گروه دعوت به اصلاحات را لغو كرد.

در ادامه مقاومت منفی این هفت تن در برابر انتخاب تابعیت جدید و برگزیدن یك كشور خارجی برای خروج فوری از قلمرو ارضی هفت شیخ نشین امارات، شش نفر از آنان به زندان افتادند.

در این گزارش به تلاش همه جانبه شیوخ حاكم بر امارات در مهار طولانی مدت اسلام سیاسی و مقابله با پیامدهای انقلاب های عربی در نزدیك به دو سال اخیر اشاره شده و از خطر گسترش فعالیت وابستگان به 'اخوان المسلمین امارات' برای حاكمان این كشور به عنوان یكی از اصلی ترین نگرانی های حكومت نام برده شده است.

حكومت امارات با پررنگ جلوه دادن خطر فعالیت اخوان المسلمین در این كشور، تمامی مخالفان خود و حتی نخبگان گروه دعوت به اصلاحات را از وابستگان به اخوان المسلمین قلمداد كرده كه تلاش دارند با كشاندن دامنه اعتراضات از كشورهایی چون مصر، لیبی و تونس به قلمرو شیخ نشین های امارات، ثبات و امنیت داخلی كشور را به چالش بكشند.

این در حالی است كه اصلاح طلبان امارات با تاكید بر وفاداری به تمامیت ارضی و یكپارچگی كشور، این اتهامات را رد و آن را جنجال آفرینی می دانند كه دستگاههای امنیتی از آن برای بسیج كردن توده های مردمی علیه آنان استفاده می كند.

علاوه بر آنچه ذكر شد همراهی امارات متحده عربی با نیروهای نظامی و امنیتی سعودی در سركوب معترضین بحرینی نشان داد كه حاكمان ابوظبی هیچ گونه حركت برهم زننده وضع موجود را حتی در مجاورت جغرافیایی خود تحمل نكرده و سیاست سركوب هرگونه تجدید نظر خواهی را حتی از ورای مرزهای خود دنبال می كنند.

بسیاری از تحلیل گران معتقدند كه ویژگی های حاكمیتی كشور امارات متحده عربی، متشكل از هفت امیر نشین مجزا كه به واسطه اختلافات قومی و طایفگی خاندان های حاكم در آستانه تشكیل امارات (در 12 آذر ماه 1350) زیر بار تشكیل كشور متمركز نرفته و حكومت فدرالی را برگزیدند، موجب شده تا تمامیت ارضی امارات، نسبت به همسایگان این كشور به شكل شكننده تری نمود یابد.

با وجود دغدغه های موجود در نزد حاكمان امارات در زمینه كامل نشدن هویت ملی در قلمرو سرزمینی این كشور و نیز آسیب پذیر بودن حكومت تمامیت گرای ابوظبی در برابر امواج تجدید نظر طلبی كه از ورای مرزهای این كشور ثبات و دوام حاكمیت شیوخ مستقر در قدرت را تهدید می كنند، این تنها تزریق رفاه اقتصادی به رگ ساختار مصرف گرای جامعه امارات بوده كه تا زمان حاضر شیوخ اماراتی را از چالش های جدی – آن چنانكه در بحرین، اردن و حتی عربستان سعودی رخ داد- در امان داشته است.

به باور بسیاری از تحلیل گران، اماراتی ها به شكلی كوته نگرانه حتی حاضر نشده اند به تمهیداتی تن در دهند كه حاكمان كشورهایی چون قطر، كویت یا اردن برای سترون كردن جنبش های تجدیدنظرطلبانه به آن دست زده اند.

از دید این تحلیل گران تغییر دولت، وعده تشكیل نهادهای انتخابی و مشاركت بیشتر مردم در تصمیم گیری های سیاسی و اداره كشور، اصلاح قوانین اساسی و... از جمله اقدامات پیشگیرانه ای بوده كه هر چند بیشتر دارای جنبه های اعلانی بوده، اما تا حدی توانسته است از گسترش جنبش های اعتراضی جلوگیری كند.

این موضوع سبب شده كه امارات از نگاه كارشناسان سیاسی به عنوان رانتیر ترین حكومت منطقه معرفی شود. در اصطلاح سیاسی حكومت رانتیر به نظام سیاسی اطلاق می شود كه با بی نیاز دانستن خود به اعتبارات مالی و به اصطلاح مالیات اتباع ، خود را بی نیاز و بركنار از پاسخگویی به نیازهای سیاسی و اجتماعی و احترام به حقوق اساسی شهروندان بداند.
