وی ادامه داد: اغلب نمایشنامه هایی كه در حوزه تئاتر دفاع مقدس به نگارش درمی آید، برآمده از یك جوشش هنری و حاصل تخیل نمایشنامه نویس است در حالی كه موضوعی مانند هشت سال دفاع مقدس در بطن خود لبریز از حوادث و اتفاقات متعددی است كه می تواند برای نگارش هزاران نمایشنامه و یا تولید هر اثر هنری دیگر مورد استفاده هنرمندان قرار گیرد.

در ادامه نشست حفیظ الله رفیعی، مدیر انجمن تئاتر انقلاب و دفاع مقدس مشكل اصلی هنر نمایش در كشور را ضعف نمایشنامه های موجود دانست و گفت: متون نمایشی اساس شكل گیری هر حركت تئاتری است و وقتی در جریان تولید یك اثر نمایشی در گام نخست با متونی ضعیف كار را آغاز كنیم بدون شك حاصل كار نیز با آسیب هایی همراه خواهد بود.

وی ادامه داد: انجمن تئاتر انقلاب و دفاع مقدس از سال 1389 اقدام به برگزاری كارگاه ها و نشست های متعددی در زمینه آسیب شناسی نمایشنامه‌های دفاع مقدس كرد و حاصل این نشست ها، كارگاه ها، همفكری و همكاری هنرمندان نمایش كشور به خلق 33 متن نمایشی در حوزه تئاتر دفاع مقدس طی سال گذشته (1390) منجر شد كه فارغ از نگاه كیفی، حركتی ارزشمند ومفید در راه اعتلای نمایشنامه نویسی كشور به شمار می آید.

'سید علی محمد بزرگواری' عضو كمیسیون كشاورزی، آب ومنابع طبیعی مجلس شورای اسلامی نیز با اشاره به اینكه همه قوا باید در جهت رفع مشكلات مردم گام بردارند، گفت : طرح و دامن زدن به مساله گرانی و تورم از سوی هر فردی و یا هر مسوولی درست نیست.

وی اظهار داشت: در بحث اجرای فاز دوم هدفمندی نظر دولت اجرای آن است ولی نظر مجلس بر این است كه در صورت اجرا تورم افزایش خواهد یافت كه باید با جلسات و مذاكرات فی مابین موضوع مورد بررسی قرار گیرد.

از سوی دیگر اظهارات غیركارشناسی رییس مجلس ،‌ با واكنش تشكل های دانشجویی روبرو شد.

بر اساس قانون هدفمند كردن یارانه ها، قیمت حامل‌های انرژی تا پایان برنامه پنجم نباید 'كمتر از 90 درصد قیمت فوب خلیج‌فارس' باشد.

به اعتقاد آنان ،‌ بر همین اساس قانون هدفمند كردن یارانه ها دولت را ملزم به رعایت سقف قیمت فوب خلیج‌فارس كرده به نحوی كه افزایش قیمت بنزین و نفت به تدریج و در طول 5 سال نباید كمتر از 90 درصد قیمت تحویل روی كشتی در خلیج‌فارس باشد.

از آنجایی كه قیمت فوب خلیج فارس برای بنزین هم اكنون حدود هزار تا هزار و 50 تومان است حتی اگر دولت در فاز دوم هدفمند كردن یارانه ها نیز خواستار اجرای كامل قانون باشد و نخواهد ظرف مدت 5 سال افزایش قیمت ها را برای بنزین اعمال كند، نرخ بنزین در كشور به حدود 900 تومان افزایش می یابد كه این رقم علاوه بر اینكه به فوب خلیج فارس نزدیك است تفاوت چندانی نیز با نرخ بنزین 700 تومانی (آزاد ) كه هم اكنون عرضه می شود ، ندارد.

بنزین سهمیه ای نیز كه با اجرای فاز اول هدفمند كردن یارانه ها از 100 تومان به 400 تومان رسیده است در فاز دوم هدفمند كردن یارانه ها بر اساس قانون تعیین تكلیف می شود ضمن آنكه باید توجه داشت كه میانگین مصرف بنزین آزاد وسهمیه ای هم اكنون حدود 550 تومان است.

در صورتی كه بر اساس این محاسبات قیمت بنزین به 900 تومان در فاز دوم هدفمند كردن یارانه ها برسد تنها 350 تومان از میانگین قیمت بنزین آزاد و سهمیه ای بیشتر است.

در این میان برخی مقامات در اظهار نظرهای كارشناسی نشده اعلام كرده اند كه دولت به دنبال افزایش قیمت بنزین به هر لیتر 2 هزار تومان است در حالی كه ستاد هدفمندی یارانه ها بعنوان متولی تغییر و تعیین نرخ بنزین هنوز نرخ و مصوبه ای در این خصوص اعلام نكرده است.

بر اساس ماده نخست قانون هدفمندی یارانه ها، دولت مكلف است با رعایت این قانون قیمت حامل های انرژی را اصلاح كند و قیمت فروش داخلی بنزین، نفت گاز، نفت كوره، نفت سفید و گاز مایع و سایر مشتقات نفت، با لحاظ كیفیت حاملها و با احتساب هزینه‌های مترتب (شامل حمل‌ونقل، توزیع، مالیات و عوارض قانونی) به تدریج تا پایان برنامه پنجساله پنجم توسعه اقتصادی، اجتماعی و فرهنگی جمهوری اسلامی ایران كمتر از نود درصد (90%) قیمت تحویل روی كشتی (فوب) درخلیج فارس نباشد.

به گفته كارشناسان و بر اساس آمارهای موجود ، هم اكنون قیمت هر تن بنزین (تحویل روی كشتی) فوب خلیج فارس، یك هزار تا یك هزار و 50 دلار است كه بر این اساس نرخ هر لیتر بنزین در این بازار، یك دلار و 2 سنت می باشد.

وی ادامه داد: قیمت فرآورده هایی اعم از نفت ، بنزین وگازوییل به طور طبیعی بیش از این رقم است و هنوز دولت یارانه بسیار سنگینی بابت سوخت پرداخت می كند در حالی كه ثروتمند تر ها از این یارانه ها بسیار بیشتر استفاده می كنند.

كارشناس عالی مدیریت استراتژیك تصریح كرد: هم اكنون حتی بنزین آزاد به شدت یارانه ای است واین امر موجب اتلاف سرمایه ها شده است.

قدیری ابیانه تصریح كرد: بر این اساس سالانه 20 درصد به قیمت ها اضافه می شود و به تورم توجهی نشده در حالی كه نرخ تورم در سال گذشته بیش از 21 درصد بوده است و این امر نه تنها به معنای توقف هدفمند كردن یارانه ها است بلكه به نوعی عقبگرد محسوب می شود.
